Edmonton City Council Passes Massive Zoning Overhaul After Days of Public Hearings

A major revamp of Edmonton’s zoning rules that will shape the city for decades has been approved by city council. The bylaw allows for buildings of up to three storeys in all neighbourhoods, and encourages different types of development to be built more easily in all residential areas.

Council is now making multiple motions for subsequent work on the bylaw addressing many of the concerns raised during the hearing. More than 200 people voiced their support and opposition to the bylaw during a lengthy five-day public hearing last week. 

Common themes heard from both sides of the hearings focused around housing affordability and attainability, and respond to climate change.

How has the Strathcona Community League responded regarding the New Zoning Bylaw?
Strathcona Community League has taken a proactive approach to provide input and recommendations for positive changes to the proposed NEW Zoning Bylaw that will meet the needs of our unique community.

How have we done this?
Civics co-Directors have taken advantage of all opportunities to attend workshops and meetings offered by the City, Edmonton Federation of Community Leagues (EFCL) and Scona District Community Council (SDCC). Information from meetings was shared with the Board and the Civics and Planning Committee, and opportunities for public engagement have been posted through League communication channels and on the League website (under Civics – Ongoing Projects). All opportunities for public engagement to the New Zoning Bylaw committee have been highlighted.
An extensive analysis of the zones that most affect the Scona District was done by the SDCC and these recommendations for improvement were shared with the EFCL and at the Urban Planning Committee meeting June 20, 2023. Ongoing work is presently being done with the SDCC to prepare for presentation at the October 16 New Zoning Bylaw Public Hearing.

Edmonton’s Zoning Bylaw is going through its first comprehensive overhaul in over 60 years. This is an opportunity to rethink what we regulate in terms of land development and to align city-building tools to ensure all Edmontonians and property owners have the necessary tools to build and experience the city envisioned in The City Plan. If you want to know more about being within a 15-minute walk, roll or transit ride of your neighbourhood amenities – you should become more familiar with the new District Policies and District Plans
District policy applies across all districts and other planning directions like urban design, energy transition and climate adaptation.
District plans provide more flexible planning direction that is district and area-specific.

If you want a strong voice about public spaces, parking and parks along Gateway and Whyte Ave – you should focus on the Old Strathcona Public Realms Strategy
The Old Strathcona Public Realms Strategy will imagine a new future for parks, plazas, sidewalks, streets and alleys within Old Strathcona, especially along Gateway Blvd and Whyte Ave.

If you care about upgrades to Whyte Ave with bus corridors, bike lanes and efficient ways to move large numbers of people through our City – you need to understand more about Mass Transit Implementation
The Mass Transit Implementation aims to expand mass transit options to provide service for a future 1.25 million residents between significant commercial and institutional areas (known in The City Plan as nodes and corridors).

The City is proposing to change many of the rules developers and builders have to follow when building in Old Strathcona (and in all of Edmonton).  

Greater lot coverage, less green space due to new allowable setbacks, and less room for mature trees. This one size fits all approach is going to significantly impact our mature neighbourhood.
