Replacement of the Duggan Bridge

Project History

Duggan Bridge is located on Saskatchewan Drive between 106 and 107 Street. It is a single 54m span concrete arch bridge and is approximately 62 years old. Previous rehabilitation work was completed to ensure the bridge was safe for all users. A bridge condition assessment was undertaken in 2018 which recommended that the bridge be replaced before 2023.

Bridge Design

Associated Engineering, a local engineering firm, has been hired to undertake the design of the new bridge, which will be in the same location as the existing bridge. The current scope of engineering work includes the design and construction for the replacement of the Duggan Bridge, and the road rehabilitation of Saskatchewan Drive from 106 Street to 107 Street. The detailed design of the bridge and road will be completed in fall 2020. Like the existing bridge, the replacement bridge will carry two lanes of traffic with a sidewalk to the south. The sidewalk on the north will be changed to a 4.2m wide shared use path. A pedestrian lookout will be constructed as part of the bridge.

Bridge Construction

Construction is anticipated to start in late 2020. The pedestrian and vehicular connections along Saskatchewan Drive will be affected during construction. Bridge and road closures, including trails and sidewalks on both Saskatchewan Drive and Fort Hill Road, are expected.

Some boulevard trees near the bridge and native vegetation below the bridge will be removed for construction. The native vegetation will be replaced. Boulevard tree replacements may be affected by new below ground services.

Building Condition Review – Fall 2020

Building condition reviews for buildings located within 75m of the bridge construction will be undertaken in fall 2020. This review will document the existing condition of the foundations and finishes of the buildings within 75m of the bridge construction with photos to establish a baseline of existing conditions prior to construction. In the unlikely event that distress or damage should occur to these buildings as a result of work related to Duggan Bridge, property owners and the City will have a record of pre-existing conditions to help protect their interests. The property managers of buildings within the 75m zone will be contacted to set up an assessment in early fall 2020. COVID-19 protocols, such as masks, physical distancing, and others as required in each building, will be followed during the condition reviews.
